Which of the following most accurately describes the problem?

I N many countries the feeling is growing that, so far as possible, transport should be rendered free of the necessity of operating on fuels obtained from abroad. Germany, for example, confidently believes that, within a comparatively short time, sufficient synthetic and other fuels will be available for road-transport purposes as practically to eliminate any real need for imports.

France has for many years carried out numerous experiments with alcohol, producer-gas, etc., and a certain amount of progress has been made. This is slight, however, compared with the total consumption, but the efforts are being continued, and the Public Works Committee of the French Chamber has just tabled for consideration a resolution on the subject. This applies solely to gas-producers, and suggests that the development of the employment of vehicles with producers should be encouraged by legislation and regulations, the use of these devices intensified in the various army formations, and their employment enforced in vehicles utilized by the public services.

If this resolution be adopted, it should lead to greatly increased activity amongst the makers of producers, and, perhaps, result in the production of even better devices for the purpose.
