Which of the following most accurately describes the problem?

Hauliers keeping Britain moving

• Hauliers are being offered one of the largest-ever slices of rail traffic this week as British Steel tires of the train strike. As the stoppages enter their tenth week, transport management at all of British Steel's rail-connected industrial complexes are expecting for the first time in the dispute to switch significant amounts of traffic to road. British Steel, which pays British Rail £70m a year to carry 18 million tonnes of raw materials and finished products in and out of its plants, says it will "inevitably" have to use more road. "Until this week, rescheduling was okay but now we have to make decisions about using road transport more", says the company.
