Which of the following most accurately describes the problem?

GREATER London Council transport committee chairman, Dave Wetzel, has said that Nicholas Ridley, the Transport Secretary, has plans to start "rampant building of motorway-style routes in London".

Mr Wetzel believes that future transport policies in London will be more heavily biased in favour of highway projects. However, Mr Ridley claims that he is only concerned with routes of national strategic importance.

When Mr Wetzel asked him why the M25 would not be carrying the capital's through traffic, Mr Ridley said that through movement in London counted as strategic and should be his responsibility.

Mr Wetzel said: "Nicholas Ridley has clearly demonstrated that he is totally in the pocket of those with a vested interest in road construction."

Londoners need less congestion and not a return to the old ringway system scrapped in the early Seventies, he added.
