Which of the following most accurately describes the problem?

• The West Midlands Traffic Commissioners have been asked to defer consideration of an application by the West Midlands Passenger Transport Executive for the ' introduction of season tickets on bus services within its area. The PTE had suggested a price of £2.50 a month but now a PTA subcommittee has said that this would be too cheap and would adversely affect rail services in the area. Accordingly it has suggested a price of £4 and suggested that financial assistance is requested from the Department of the Environment.

If the scheme proved a success it might be extended to Midland Red bus routes and rail services in the PTA area.
