Which of the following most accurately describes the problem?

• West Midland Licensing Authority John Mervyn Pugh has granted a icence to Walkers Carriers, but has imposed environmental conditions. Pugh said that granting the licence would protect objectors more than an outright refusal.

Walkers national licence for two vehicles, based at Cider Mill Farm, Bradley Green, near Redditch, is governed by seven conditions. Pugh said that by granting the licence he was able to control the use of the site. But if the application was refused the company could base its vehicles at another operating centre where it could come and go as it pleased. The application had been opposed by Hereford and Worcester County Council and Wychavon District Council and there were three representations made.

In granting a licence, the LA imposed conditions that no authorised vehicle exceed 7.5 tonnes; that not more than one authorised vehicle be at the operating centre at any one time; that no authorised vehicle be parked in the lane; no movement of vehicles before 07:00hrs or after 20:00hrs; no more than seven vehicle movements in and out of the operating centre per week; that no maintenance be carried out at the site; and he prohibited reversing in and out of the site.
