Which of the following most accurately describes the problem?

• The Road Haulage Association is to introduce a VAT recovery scheme for international operators.

Speaking at the Association's Scottish district conference in Peebles last weekend, national chairman Glyn Samuel said the service would be introduced next month, in association with a company called Quipsound.

"The new service will be aimed mainly at hauliers who operate abroad only occasionally and who may not even realise that the VAT they pay in other EEC states is recoverable,'' said Samuel.

The RHA intends to charge for its VAT recovery service on a percentage basis. This service will be subject to a minimum charge.
