Which of the following most accurately describes the problem?

• London Regional Transport has decided to press ahead with a planning application for a coach terminal at Paddington in London, despite objections from Transport Minister David Mitchell.

LRT has been waiting for Mitchell to announce details of a public enquiry into the site of a London Coach Terminal, and its decision to press ahead with a planning application to Westminster City Council puts pressure on the Government to set up such an enquiry.

Mitchell announced in the Commons this week that Westminster City Council will be required to pass the LRT planning application direct to the Departments of Transport and the Environment, who will together appoint an inspector for the enquiry. Mitchell also said that the enquiry will consider alternative proposals for the London terminal, such as a series of small coach stations.

In the meantime, LRT is developing its design plans for the Paddington coach terminal and plans detailed discussions with Westminster City Council and the owners of the Paddington site.

LRT is still hopeful that a start can be made on the terminal next year, with completion by 1990 — if the planning application is approved.
