Which of the following most accurately describes the problem?

• Draft regulations for coach speed limiters are now being circulated among the industry, Junior Transport Minister Peter Bottomley has announced.

The technical standard has now been agreed and will result in all modern coaches being fitted with speed limiters calibrated to a maximum of 70mph (113krn/h).

All new coaches will have to be fitted with limiters from April 1 next year. Those first used a year after April 1, 1984 will need to be fitted with a limiter from April 1, 1989, and older coaches from April 1, 1990. Coaches first used before April 1, 1987 will not be affected by the new proposals.

Regulation requiring the fitting of seat belts to all exposed seats on new coaches and to front seat of new minibuses are expected to be made by the end of next month, Bottomley has told MPs in a Commons reply.
