No, you would not need a heavy goods vehicle driving licence for an artic tractive unit without a fifth-wheel coupling. Under the provisions of the Road Traffic Act 1972 an hgv licence is required to drive a heavy goods vehicle described in Section 124 as a vehicle of several classes which is "constructed or adapted for hauling or carrying goods or burden of any description." Without a fifth-wheel, your unit could not be so described.
