Which of the following most accurately describes the problem?

I see the juggernautical Sunday knockers are at it again. Reporting the Kent C.C. consumer protection officer's doughty battle with overloaders, the Sunday Times informs its eager public about 'the juggernauts, which are allowed to carry up to 32 tons in

Britain. . ."

I know some hauliers who wish they were! Reassuringly, the ST then says that it's all right really, because the foreigners can safely carry eight tons more "because they are built for the Continental 40-ton limit".

Where do they dream it all up?
