Which of the following most accurately describes the problem?

for 'yes' vote

IN A surprise move last week the national council of the Road Haulage Association decided to launch a vigorous campaign in support of a "yes" vote in the EEC referendum. The Association had previously indicated (CM last week) that, although it was in favour of EEC membership, it would not take an active part in the campaign. Now the RHA is to urge its members to support continued membership through editorials in Road Way and by other, unspecified, means.

Although the Association remains opposed to certain aspects of European policy, like tachographs, it feels that trade to the Continent should be stimulated, which must be good for hauliers.
