Which of the following most accurately describes the problem?

TWO four-wheel Leyland Boxer chassis have been converted, by Primrose Third Axle Co Ltd, to low-loading height six-wheelers to carry Penman demountable bodies for Food Industries Ltd.

The third axle, a standard Boxer unit less differential and drive shafts, increases gross vehicle weight from 10.1 tonnes (10 tons) to 16.3 tonnes (16 tons). The chassis have a flitched frame to cater for the higher loads and unladen weight is just under 4.4 tonnes (4.3 tons). The vehicles are fitted with the Leyland 6-98NV six-cylinder diesel engine.

The Penman demountable bodies have been built as 6.1m (20ft) modules for transport by rail Freightliner and they are transferred between the railway wagon and vehicle by overhead crane. The body support legs are separate pieces of equipment and are held at each vehicle depot, and so only the box, which is fitted with ISO corner castings, is carried on the vehicle or railway wagon.
