Which of the following most accurately describes the problem?

• The Road Haulage Association is calling for a change in law to allow Licensing Authorities more expert advice when looking at the financial health of "phoenix" companies.

Evidence is now being collated; the association will approach the Department of Transport in the next few weeks. It wants LAs to be given more leeway on employing financial accessors, At present an accessor — an accountant nominated by the Department of Transport — can only help the LA when he is deciding if an operator has the money to maintain vehicles correctly.

The RHA says: "The question must be asked should an LA not have financial advice over a wider range of issues?"

Even if the DOT agrees, bringing in the necessary laws could take several years.
