Which of the following most accurately describes the problem?

TAX DODGE CHECKS • The Department of Transport and Tayside Police have launched a crackdown on motor tax dodgers in the Tayside region during September. The aim of the campaign, says the DTp, is to encourage drivers to check that their vehicles are properly taxed. Those caught without valid licences will be prosecuted, and it is warning motorists: "Don't risk it — tax it." Offenders face fines of five times the annual rate of duty.
