Which of the following most accurately describes the problem?

PASSENGER transport operators who enter the profession later than January 1 1977 will have to sit an examination to prove their competence before they are granted a licence to operate after January 1980. This proposal is contained in draft regulations just circulated by the Department of the Environment for comment.

It is not clear from the DoE document who will need to hold a licence. It may be that the persons in charge at all operating centres may need one or perhaps this will only be required of the traffic manager of a large company. A meeting has been requested by the training course organisers to try to clarify this proposal with the DoE.

If the operator has held a psv licence before January 1 1975 then he is exempt from all requirements. If he has first obtained a psv licence between December 31 '74 and January 1 '78 then he must either obtain 'a certificate of competence or prove he has three years' practical experience before January 11980.

If he applies for his first psv operator's licence after January 1 '78 he must either obtain a certificate and either attend an approved course or work in the industry for one year, or prove that he had three years' experience before January 11980.

If the operator appoints a manager then he will have to have the same qualifications but need not give proof of his financial standing.

The proposed examination is not likely to be very demanding. "It is intended that the level of knowledge required should be within the grasp of the normal schoolleaver", says the DoE paper. It is proposed that most emphasis will be placed on the section dealing with road safety and technical and operating standards.

The exam is likely to consist of multiple-choice answers rather than essay answers.

To be entitled to exemption from the examination the manager will have to have been in day to day control of a transport operation.

Early in 1978 the DoE intends to ask operators to submit lists of managers who took up their appointments after December 31 1974 and ask them to claim exemption.
