Which of the following most accurately describes the problem?

This controversial question has been asked by the Fabian Society in their response to the Government's transport policy Green Paper, which was published earlier this year.

The Fabians, who are usually regarded as the Labour Party's "think tank", complained that any mention of this issue has been left out of the consultation document.

And they are also critical of the lack of experiment and innovation proposed by the policy review. However, they accept that there are no signs of any technical breakthrough which would throw up a serious challenger to the car, 'bus or train.

The Society urges an improvment in public transport by the wider use of voluntary or private labour.
