Which of the following most accurately describes the problem?

THE whole picture on lorry parking proposals in the North East of Scotland is being looked at by local government.

In the meantime decisions on individual projects are being deferred by Grampian Regional Council.

One such proposal has been made by Seaforth Maritime Ltd for a 14-acre lorry park complex within its 56-acre storage site at Mains of Cairnrobin Marywell, near the main Stonehaven-Aberdeen Road. This is a complex used for pipe storage for North Sea Oil now surplus because of caution on development off-shore.
