Which of the following most accurately describes the problem?

• United Carriers' new £70,000 express parcels service depot, now in operation at Weston Road, Norwich, has quadrupled the capacity of the company's East Anglian division which is now offering a 24-hour service to Norfolk, Suffolk and parts of Cambridgeshire.

The new depot, which has been planned to cut down handling and movement of goods to a minimum, has twice the floor space of the company's former premises in Salhouse Road. Eighteen loading bays have been built, compared with two at the old depot, and a fully equipped workshop up to official test station standard maintains the division's enlarged fleet of 25 vehicles.

United Carriers now operates 130 inter-depot night trunk routes carrying around four million consignments a year. Two more depots are planned to extend the present network to 20 with the object of being able to serve 95 per cent of the population within 48 hours.
