WONDER how many readers of "Notices and Proceedings" bother to peruse some of the provisions and regulations which officialdom decrees those concerned should know about?
I have detected one or two anomalies, in the course of a recent check. For example, the South Eastern Traffic Commissioners state categorically that copies of the hearing transcript, or any part thereof, can be obtained at a charge of Bd. per folio of 72 words, irrespective of the number of copies ordered.
The Yorkshire Traffic Commissioners say copies of transcripts, or extracts therefrom can be obtained (at the same price) "by those persons who were themselves party to the actual proceedings... ". This surely. is a very different kettle of fish. ft is possible to imagine that some persons or bodies who were not parties to particular proceedings could be vitally interested in what was or was not said at hearing. Holidays, illness, or just simple inadvertence could prevent an interested party's participation: and total outsiders could be distinctly interested in the proceedings.
The Yorkshire Traffic Commissioners, suggest, should quote their authority for their published statement or produce a more generously worded paragraph.

Part 111 Decisions in Ns and Ps one is again struck by the lack of uniformity.
The Yorkshire Traffic Commissioners point out that the conditions applicable to stage carriage licences and express carriage licences "unless otherwise stated " will be in line with the "Standard conditions and the conditions regarding duplication published in the supplement to Notices and Proceedings dated 26th February. 1937".
Excursions and tours licences or backings in Yorkshire are subject to the standard conditions published on page 33 of Ns and Ps No 317, dated October 22, 1937 and, where applicable, to the local conditions defined by the Traffic Commissioners in respect of 15 listed county boroughs or boroughs, not forgetting the Urban District of Whitby.
With typical Yorkshire thoroughness, the Commissioners go on to list no fewer than 21 issues of Notices and Proceedings wherein these local conditions are detailed.
1 am glad to report that the people in Lancashire are a little less demanding. The North Western Traffic Commissioners' standard, local and special.condidons were actually published as a supplement to Ns and Ps 1124, dated November 1 1961.
