Which of the following most accurately describes the problem?

AIDLAND RED employees, uniformed IVI or otherwise, tailed buses of Everton Coaches Ltd., and made frequent observations of the company's garage, alleged Mr. B. M. Everton on Wednesday. He was giving evidence at the resumed hearing of the application of Everton Coaches. Droitwich, for a new express service between Worcester and Margate, with additional picking-up points at Fernhill Heath, Droitwich, Wychbold and Bromsgrove. A decision was reserved.

Mr. D. E. Skelding, for the applicants, asked Mr. Everton to explain allegations by the objectors that a company coach had made an unauthorized pick-up in Worcester on July 31 and a further instance when it was suspected that unauthorized passengers had travelled to Margate. Mr. Everton said that dispensation for certain pick-ups in Worcester had been granted by the Commissioners at the previous hearing on July 27.

After that date, Mr. Everton said he had circularized affected customers to tell them that Fernhill Heath was the nearest pick-up point. From the morning in question, when the provisionally booked passengers had not shown up. he had collected them from Croft Road, Worcester, in his own car and conveyed them to Droitwich.

The other instance, said Mr. Everton, was because of his coach driver taking two acquaintances from London to Margate in return for a tip. They paid no fares; the incident was unauthorized.

Mr. T. A. Rudd, Midland Red inspector, said he was instructed to make observations at Croft Road, Worcester on July 31. At 5.40 a.m. a taxi arrived with four adult females. At 5.55 a.m. a car driven by Mr. Everton arrived and the women were taken to Droitwich, and one joined the coach for Margate.

Mr. J. Else, chairman of the West Midland Traffic Commissioners, said that Everton had been before the Commissioners in 1962 in relation to an unauthorized pick-up on an express service at Worcester.
