Which of the following most accurately describes the problem?

• The son of the principal director of Staffordshirebased Shirleys Transport has had his plan to operate artics frustrated.

Michael Shirley, trading as MJS Transport, had applied to add two vehicles and two trailers to his existing one-vehicle licence, based at Silver Springs, Leek Road, Wetley Rocks. The application attracted environmental representations from neighbouring residents, the owners of a nearby fishpond and Cheddleton Parish Council.

Following a site visit, West Midland Licensing Authority John Mervyn Pugh said he concluded that the proposed parking area for the artics was a separate operating centre with its own access.

Shirley indicated that in the circumstances he proposed withdrawing the application.
