Which of the following most accurately describes the problem?

• B. G. Stanton of Stockport, who applied for a new B licence for a 5+-ton tipper, in Manchester on Wednesday, was told to continue operating under contract licence for Eldon Hall Quarry and the application was adjourned. The case was heard by Mr. A. H. Jolliffe, the North Western deputy LA. An objection was entered by W. H. Bratt Ltd.

Mr. Stanton said that he had earned £335 in September with the contract vehicle. It was quite acceptable, however. to both himself and the quarry that the contract should be terminated. He had not intended to maintain the contract for a full year.

Mr. J. A. Backhouse, for the objector, said he thought the contract licence had been misused. It had been operated almost as if it were a short-term licence. If, however, the quarry could give an undertaki-ng that it would not enter into another contract to replace the one in question, much of the objection would be met.
