Which of the following most accurately describes the problem?

• The European Parliament last week approved a resolution calling for the compulsory introduction of tachographs. The Commission had urged that compulsory fitment should begin on January 1 1974 but the Parliament expressed the hope that the device would be compulsorily fitted by January 1 1973 for vehicles coming into service for the first time before January 1 1972, and carrying 6 tons of goods or over. Installation in other vehicles will not be obligatory until 1974.

Amendments calling for more limited utilization of tachographs on an aperimental basis, were rejected by the Parliament. The Commission spokesman supported amendments proposed by the Transport Committee calling for retention of individual log books only for particulars not recorded by the device, and not for all data.
