Which of the following most accurately describes the problem?

HIGHER rates of pay for drivers of C licence vehicles have come into operation in Bradford and a number of neighbouring plates, as a result of negotiations between the Bradford and District Commercial Vehicle Owners' Federation and the United Road Transport Workers' Association of England.

For the first time the terms settled between the two organizations also lay down rates of wages for ancillary workers largely employed by coal merchants. The comprehensive agreement which the parties made nearly a year ago covering wages, working conditions and holidays with pay, is now amended to incorporate the new wages rates, which are for a working week of 48 hours.

The new rates for motor drivers, involving increases ranging from 2s. 3d. to 5s. per week, are as follow, the amounts of increase being shown in parentheses: — Tradesmen's delivery vans (not exceeding 25-cwt. carrying capacity): drivers 21 years of age and over, ;£3 4s. (increase 4s.); drivers under 21, first 'year's employment in the trade, £2 3s. 3d. (2s. 3d.), second year, £2 8s. 3d. (2s. 3d.), thereafter, £2 16s. 3d. (2s. 3d.). Drivers of vehicles up to and including 2 tons carrying capacity, £3 8s. (5s.), over 2 tons, up to and including S tons capacity, £3 15s. (4s.), over 5 tons, up to and including 12 tons gross laden weight, £3 17s. Bd. (48.).

The wages scales operate in the following places: — Bradford, Shipley, Pudsey, Denholme, Wilsden, Queensbury, Shelf, Baildon and Bingley, with the proviso that so far as they concern employees of members of the Worsted Spinners' Association (one of the constituent bodies of the Federation) they apply throughout the West Riding of Yorkshire.
