Which of the following most accurately describes the problem?

• Heavy vehicle recovery operators in Norfolk have become the latest group to take action in the Jong-running dispute over police contracts. George Graham, president of the Association of Vehicle Recovery Operators, says five of the county's seven contracted heavy recovery operators have withdrawn their services.

This follows a Norfolk police decision to join other forces in the country in appointing a third party, in this case the RAC, to control and manage roadside recoveries.

Graham says his members were not consulted at any stage and they fear a drop in rates and the imposition of administrative charges.

However, Inspector Peter Belson of Norfolk Police says the operators were consulted and planned changes will allow them to concentrate on core police activities.
