building programme faces a new threat with the planned loss of 450 jobs at the Highways Agency, which is responsible for roads construction. The Department of Transport has ordered the executive agency to make 20% efficiency gains by 1996/97. The agency plans to reduce its workforce by 15% to meet these targets. It says the prioritisation of the roads programme announced in March has improved efficiency, so the cuts will not affect the £2bn-ayear roads programme. However, the civil service union, the IPMS, has condemned these assurances as "utter drivel". Highways Agency staff are already overworked, it says.
