Which of the following most accurately describes the problem?

A ONE HUNDRED per cent pass rate has been attained by Certificate of Professional Competence students who sat the examination on October 12 after studying with EP Training Services of Esher, Surrey.

This is the fifth time since the company first offered CPC tuition that such success has been achieved by the firm's pupils. A total of 30 students sat the exam, 21 taking the CPC heavy goods vehicle National certificate, the remainder hoping to pass the hgv International certificate — about average for EP Training Services.

The latest figures published by the Royal Society of Arts indicate a national average pass rate of nearly 53 per cent for the National hgv CPC qualification and 43 per cent for the International. The papers are sat four times a year; these figures relate to the June examinations.
