Which of the following most accurately describes the problem?

Burgoyne talked about paying hard cash to the RTITB for training drivers. He does not think of the driver who has to pay out of his own pocket and gets nothing in return, even when he does not pass the hgv test. Take me, for instance. I paid the sum of £94 for driver training and all I got out of it was unemployment and social security. Mr Burgoyne should think himself lucky he has a job and money to pay the RTITB. I bet if I went to his firm with a provisional hgv licence for a job he would turn me down flat, like all these firms are doing ; even if I agreed to pay for it out of my wages when I entered into his employment.
