Which of the following most accurately describes the problem?

• Consequences of the serious fire which destroyed a maintenance depot were blamed for a series of offences which landed a Birkenhead haulage company in Wallasey magistrates' court on summons arising from a vehicle spot check.

Westburn Haulage Company, Grange Road West, Birkenhead, admitted owning a lorry without clear unladen weight marks, with no regulation rear markings, without a valid identity disc, with inefficient brakes, an inefficient tyre, inefficient steering, dangerous bellhousing, an inefficient side lamp, inefficient stop lamp and without rear view mirrors. The company was fined a total of £125.

Mr J. A. Guest, secretary and director of the firm, said the Licensing Authority had revoked its licence. The court case and a winding-up order came about as a result of a fire which destroyed half the firm's fleet, put maintenance facilities out of action and placed its trading position in jeopardy. New vehicles worth £17,000 had been lost, but insurance of only £5000 had been offered and action was being taken against the company to wind it up.
