Which of the following most accurately describes the problem?

• The newly created PTA for the Greater Glasgow Area has decided that the director-general, who will be appointed to head the Executive, will have a salary of £11,000 rising to £12,000. With a few exceptions, this will top the salaries of all local and national government officials in Scotland.

Closing date for applications for the post is December 12, and an appointment is expected to be made in January. The PTA also decided that its chairman should have a salary of £2,000 a year. The chairman, Cllr Tom McLaren, is a member of Glasgow Corporation and convener of its transport committee.

The salary decisions of the PTA were taken after considerating information regarding the practice adopted in the -four English authorities. Three pay salaries to the chairman, and the fourth pays a daily allowance.
