Which of the following most accurately describes the problem?

• London Transport is to begin operating its own Dial-a-Ride service shortly after Christmas. It will serve Hampstead Garden Suburb and be centred on Golders Green.

The service is a further development of the small bus trials which LT is running on behalf of the GLC. Four ordinary routes are currently being operated by 16-seat Ford Transit minibuses. It is understood that loadings on these are satisfactory — particularly the cross-Camden route. However, it seems unlikely at this stage that total operating costs will be met by passenger receipts. Any deficit is being underwritten by the GLC.

The Hampstead service will be operated by two vehicles and will serve both commuters and shoppers. A control centre will be established at Golders Green.

The most recent British Dial-a-Ride service — which began in Harrogate a fortnight ago — had 460 passengers in its first week. The West Yorkshire Road Car Co Ltd operates the service on 51days a week. It is understood that passenger receipts for the first week covered labour costs, themselves 80 per cent of operating costs.
