Which of the following most accurately describes the problem?

• North Sea Ferries are to open a ro-ro freight service between Hull (King George Dock) and Zeebrugge (Prins Filipsdok) on November 20. This follows the completion of a new terminal in Zeebrugge, specially built by North Sea Ferries to avoid the present congestion on the common-user berth.

The vessel "Norcape" will sail from Hull on Mondays, Wednesdays and Fridays, and from Zeebrugge on Tuesdays, Thursdays and Saturdays. A departure time of 21.00 hours has been specially chosen to give shippers the opportunity of loading late in the day. The vessel will normally discharge from noon onwards the next morning.

Booking lists are now open for the new service and contact may be made with the following addresses:—

North Sea Ferries (Belgium), Lanceloot Blondeellaan, Prins Filipsdok, B-8380 Zeebrugge-Belgium. (Tel: (050) 54281, telex: 19322). North Sea Ferries Ltd, King George Dock, Hedon Road, Hull HU9 5QA, Yorkshire, England. (Tel: (0482) 76245, Telex: 52349).
