Which of the following most accurately describes the problem?

• Mr John Peyton, announced on Tuesday that, subject to the appropriate Parliamentary procedures, the Anglo /Spanish Road Haulage Agreement will come into force on January 1 1973. Operators will then be able to get permits from the Northern traffic area for journeys to or through Spain, instead of having to apply to the Spanish authorities.

Except for certain specialized traffics, permits will be required for both hire and reward and own-account operations, and also for unaccompanied trailers and semi-trailers. Memorandum R.-ru /OUT /016 giving further details, including a list of the exempt traffics, may be obtained free of

charge from Northern traffic area office.

The agreed quota of 2000 journeys a year should, says the DoE, be more than adequate for UK needs, and permits will be issued on demand. Operators are particularly asked not to overbid.

It will continue to be necessary, as now, for operators to hold French transit permits (road /rail or road only as appropriate) unless vehicles are using vehicle ferries which avoid France.
