Which of the following most accurately describes the problem?

AAs only test loads (as ballast) may be carried on a vehicle operating under a limited trade licence it is not classed as a goods vehicle and therefore a carriers' licence is not necessary. Consequently the regulations concerning the keeping of logsheets do not apply. It should be emphasized, however, that where a general trade plate is used a C licence would be necessary if goods were carried which, in turn, would necessitate the keeping of logsheets.
