Which of the following most accurately describes the problem?

THE TILTAINER, the latest innovation from Crane Fruehauf Trailers Ltd., is a containersized flat platform. Designed for ease of loading from the aides or top, it consists of a platform with container ends and removable roof-rails and roof-bows. The load is protected by a tilt. It is for operators wanting to use containerization for the shipment of heavy and bulky equipment which would present loading difficulties with standard totally enclosed containers. Tittainers are available in the same sizes as Crane Fruehauf's ISO containers and have standard container corner castings. They can, therefore, be handled in the same way as normal ISO containers and stowed with them in container ships. In the 20ft model illustrated the longitudinal "1" beams are 12in. deep, giving a floor to roof-bow height of just under 7ft. Tare weight of the 20ft model is two tons, giving en 18-ton payload.
