Which of the following most accurately describes the problem?

AN APPLICATION by John Hastie of Bank Park, West Calder, for a B licence for two tippers was rejected by the Scottish LA, Mr. A. B. Birnie, in Edinburgh on Tuesday.

The application was for the carriage of materials such as earth, blaes and road bottoming within a 35-mile radius for several firms including Crudens Ltd., Ross Contractors Ltd., D. Turnbull, Playing Fields Construction (Edinburgh) Ltd., Darroch and Newell (Transport) Ltd., and S. Crow Bros.

An application for a B licence for a similar purpose was refused by the LA last July.

Among those who gave evidence in support of the application was Mr. William Clifford of Ross Contractors, who said that from time to time his firm had difficulty in obtaining tippers. If Mr. Hastie were granted the licence Ross could use the vehicles on weekly or daily hire, depending on the work available.

Questioned by Mr. J. B. T. Loudon, for the objectors, Nelson Smith and Thomas Blaikie, Mr. Clifford said that Ross had been using another haulier which did not always meet its requirements.

Mr. Birnie said he had sympathy with the wishes of anyone wanting to get a lorry just exactly when it was wanted but he required much stronger proof of need.
