• The Road Haulage Association wants stricter controls on entry into the road haulage industry, in a bid to keep out cowboy operators.

"Gross over capacity is brought about by ease of access and spawns illegal operations. Without stricter quality controls we are going to have grave problems and an even more irate public," warns retiring RHA national chairman, Roy Bowles.

He fears that the industry may be "dragged down by some of those who are being allowed to enter it or to operate freely without a licence". The Licensing Authorities can only interpret the law as it stands, he says.

ID The RHA has appointed Roger Wrapson to manage its South-East district office at Addle stone, Surrey. He succeeds Alan Gidley who retires at the end of May. Wrapson was previously transport and distribution director of Halls Homes and Gardens, where he worked for 11 years.
