Which of the following most accurately describes the problem?

I would like to clear up a .sible source of confusion in kr article "Rail Grant Fare" (CM, April 12), erein reference is made to "approving" Section 8 nt schemes. (Railways Act. '4 — Section 8; Railfreight ;ilities Grant Scheme.) I should be stressed that tish Rail does not "apive" Schemes itself — this he prerogative of the ap propriate Government Department (Department of Transport, Scottish Development Department or Welsh Office), which seeks confirmation from British Rail that they support the provision of the facilities required and are prepared to carry the traffic.

Moreover, within the 21 "approvals" you quote as having been given in 1985/6 is one awarded under Section 36 of the Transport Act, 1981 (The Inland Waterways Freight Facilities Scheme), for which the support would have emanated from British Waterways Board.
