Which of the following most accurately describes the problem?

intend to use it for rallies only. Must it be plated? Does it require windscreen wipers and washers on both sides, and need it have an indicator? Also does this vehicle now come under vintage class?

AOnly vehicles constructed before 1939 are considered to be of vintage class and the Goods Vehicles (Plating and Testing) Regulations 1968 as amended, make provision for this by exempting vehicles first registered before January 1, 1940. Your vehicle will need to be plated and tested.

Regulation 25 of the Motor Vehicles (Construction and Use) Regulations 1973 provides that, in the case of a vehicle fitted with a windscreen, at least one-efficient — automatic windscreen wiper should be fitted. However, if the driver can obtain an adequate view to the front of the vehicle without looking through the windscreen, such as by opening the windscreen or looking over it, this need not apply. Similarly, Regulation 26 provides that vehicles fitted with wiper should be fitted with washers.

According to paragraph (a) of Regulation 71 of the Road Vehicles Lighting Regulations 1971 your vehicle will require direction indicators which may be flashing or semaphore.
