Which of the following most accurately describes the problem?

A large number of Astran subcontractors sell their trucks at the end of the journey, and simply fly home. It’s a process that started just after the first Gulf War and remains popular today. As far as Astran is concerned, this is acceptable, after all the trucks they sell are always in tip-top condition, so there are no reliability issues. What’s more, backloads are incredibly rare.

But drivers selling trucks can be a hassle for operations manager Jan Payne. When Astran ran a fleet, drivers were assigned to their own truck and the office staff knew exactly who had which vehicle. These days, with so many sellers, it’s difficult for them to keep tabs.
