Those of us who relish the challenge ahead see the immediate future as a time of excitement and opportunity. Flair, leadership and innovation are coming to the fore; effective managers can have a real impact and gain tremendous job satisfaction. It has to be admitted, however, that in the long term if current policies continue, there will be a gradual reduction in work carried out in-house by local author ities. Few operations can win all of their submitted tenders: the private sector probably has a success rate or around 40%. Also, as other services are introduced into the competitive arena, some will be lost, such as refuse and grounds maintenance, so fleets will be reduced, leaving workshops with fewer vehicles to tender for in a restricted services market.
