Which of the following most accurately describes the problem?

• Smokers travelling on Eastern National buses next month will have to stub out their cigarettes before they climb aboard. Eastern launched a nosmoking policy on all its buses last week. The new ruling was announced by Health Minister Tony Newton during his visit to the Eastern National Bus Station in Chelmsford.

Eastern says the decision was taken in response to public demand: "Apart from the discomfort caused to nonsmokers, a large proportion of litter on buses is dropped by cigarette smokers," it says.

The smoking ban takes effect in April and will apply to all buses except for some vehicles in London, which are allocated to contract services.
