Which of the following most accurately describes the problem?

BUS AND COACH Council staff were planning to have talks with the Department of Transport this week to establish whether tax concessions in the Budget would apply to buses modified to carry disabled people.

The Budget includes the removal of special car tax and vehicle excise duty from modified cars, and BCC spokesmen hope the ved exemption might also apply to the growing ranks of buses adapted for transporting disabled people.

Generally, BCC calculates that the increases in ved and dery duty will only add 0.5 of one per cent to the industry's tax burden, although it is disappointed that the Government has still refused to rebate duty for non-stage carriage work.

It is also unhappy about the failure to provide tax relief to season ticket holders.

The loss of capital allowances for plant and equipment will probably have most effect on small operators, an imposition which is particularly sorely felt in the wake of this month's end of new bus grant.
