Which of the following most accurately describes the problem?

Clarification of the legal circumstances mcerning the operation of semi-trailer )11y conversions is being sought from the ,oE by the Freight Transport Association. When, for example, a vehicle imbination consists of a rigid plus dolly is semi-trailer, this could be classed either a rigid towing a drawbar trailer or as a ;id towing two trailers. Classification into e latter category is doubtful but, if cepted, would mean the need for a itutory attendant and compliance with C d 1.1 Regulations by the dolly. If the rmer course is followed, as both the dolly d semi-trailer are subject to plating as

separate vehicles, it would seem that when they are combined this is a notifiable alteration on each occasion. As doubleplating is not permitted there appears no way in which this temporary conversion of the vehicle could be legally plated to allow the different methods of operation. Furthermore the C and U weight limits for drawbar trailers and the reduced speed limits for drawbar operation apply.

Also, when the dolly is being towed without a further trailer added, need for compliance with C and U Regulations would arise and, additionally, rear reflective markers would have to be fitted.
