Which of the following most accurately describes the problem?

• Mr J. A. T. Hanlon, the Northern Licensing Authority, decided last week to refuse the application by Spinks Interfreighi Ltd, Darlington, for a new 0 licence authorizing 50 vehicles and 88 trailers. A spokesman for the Northern LA told CM that the reasons for the refusal would probably be published in a report in the neat future.

Spinks Interfreight Ltd, which had taker over the vehicles of the now liquidate( company of Spinks Transport Ltd, has received objections to its application from the RHA at hearings in Durham or December 14 1971 and February 16 197: (CM December 17 and March 3).

The RHA had objected to the applicatior at these hearings on the grounds of insuffi cient finances and also on the grounds tha Spinks Interfreight could not be considered z fit and proper company to hold an 0 licenct as several of its directors had been on tin board of Spinks Transport Services Ltd.
