Which of the following most accurately describes the problem?

• Bee-Line Roadways Ltd, of Teesside, is to appeal against a decision of the Northern Traffic Commissioners refusing its application to run a direct bus service from Newcastle uport Tyne to Luton Airport to carry passengers for Clarkson's and Gold Case Travel tours. The chairman of the Traffic Commissioners, announcing the refusal pointed out that Automobile Services Ltd. Darlington, already had a licence to operate between Tyneside and Luton Airport Mr Trevor Barker, Bee-Line managing director, who complained of "a vendetta" against his company by the Commissioners, alleged that the United Company, which was given a licence three months ago to operate between Newcastle and Luton had done nothing about it since then, and wouldhe passengers were being told that something might be arranged later this year.

Rejecting the Bee-Line application, the Commissioners' chairman, Mr J. A. T. Hanlon, said the Commissioners were convinced that United could meet the needs of the route. They were also satisfied that the Bee-Line application was based, in the main, on a private arrangement between two holiday organizations, Clarkson's and Gold Case Travel, in an attempt to divert traffic to the applicant company which was owned by one of the booking companies. The chairman stated that Clarkson's had not told its customers that the United Company already covered the route.
