Which of the following most accurately describes the problem?

• By a majority, members of the RHA express carriers' national functional committee have decided that there shall be no increase in the smalls rate in April. It was thought that members should observe the CBI policy of price restraint until the summer. Express carriers' rates were last raised in May 1971. Another meeting on rates is to be held by the committee at the end of March, when the effects of the Budget will be known.

Looking forward to metrication, it was thought that the possibility of changing the limit of liability in the RHA conditions of carriage should be considered. A figure of £1000 per 1000kg (I tonne or 0.98 ton) instead of the current £800 per ton was suggested.
