Which of the following most accurately describes the problem?

• The first meeting of a new association concerned with high-security vehicle parks was held in London on Tuesday. The association, as yet without a name, will assist the Transport Minister in quickly establishing a network of lorry parks as envisaged in the recent DoE report. It will also liaise between Government departments and local authorities on the one hand and those with interests in operating and supplying services to lorry parks on the .other.

Mr John Peyton, who reiterated the Government's intention to inject £10m into the scheme over the next five years, said he did not envisage the programme being completed in less than that period. When sites had been acquired they would be offered to potential operators.

The Minister welcomed the decision to form the association: it would give the Government at both local and national level the opportunity to consult on both the siting and the operation. The parks would be sited near main trunk routes in order to discourage drivers from using unsuitable, minor roads. The Minister welcomed trade union co-operation "in tackling a problem we have all neglected for far too long."

Membership of the new association is open to companies with interests in the operation of servicing of the vehicle parks and others associated with the transport industry. Those represented at Tuesday's meeting were the DoE, F. B. Atkins and Sons Ltd, Bateman Catering Organisation, Ltd, Bellingham's Transport Accommodation, C. T. and M. B.
