A COMPLETE review of the Construction
and Use and Lighting Regulations was forecast in the Commons last week by Mr. John Morris, Parliamentary Secretary to the Ministry of Transport.
Items being looked at now included standardization of vehicle controls; ventilation; headboards of goods vehicles; the better mudguarding of goods vehicles; and the suitability of tyres for loads to be carried.
Mr. Morris's long list also included agreeing a British Standard for testing and quality of brake lining materials; dangerous external projections; .improvement of headlamp aiming; and the position and characteristics of lamps on the front of vehicles.
A further lowering of the age limit of vehicles subject to the test was also being considered, he said, together with an increase in the scope of the test to cover tyre corrosion, windscreen wipers and washers, direction indicators, stop lamps and seat belt anchorage points.
Among proposals being considered by working parties were improvement of the lighting and side and rear marking of vehicles; compulsory fitting of a device to operate all direction indicators simultaneously as an emergency warning signal; use of distinctive lights on vehicles with very wide loads; improved marking of projecting loads; prohibition of passengers in trailers; rear bumpers for larger goods vehicles to prevent underrunning by small cars; and side guard rails for long vehicles to reduce the danger of cyclists and pedestrians falling under the rear wheels.
