Which of the following most accurately describes the problem?

USE of the Western Vehicle Maintenance Advisory Committee's spare parts report forms has brought a quick response from distributors and manufacturers, says Committee chairman Mr. G. H. Gardner in his annual report.

The forms—used by operators having difficulty in obtaining spare parts—have made an impact on manufacturers, he says.

"This service, however, only touches the fringe of the problem. The more complaints we receive, the better statistics we can gather so that the overall serious problem can be put to the vehicle manufacturing industry."

Now the Committee is to issue a "premature defects" form, designed for new vehicles. This will enable the Committee to make modification recommendations to manufacturers.

The Committee stresses that operators probably have only nine months left in which to adapt their vehicle maintenance and inspection systems to make provision for the Road Safety Bill records regulation.

This regulation will probably become effective towards the end of the year and requires operators to complete a maintenance record which must be retained for probable checking for up to 15 months.
